Topic - salary transfer letter request

i applied for personal bank loan in DIB. i've done everything and had submitted all the required documents apparently they want a new salary transfer letter request as per the bank letter format and policy.

i went to our hr office to request for a revised salary transfer letter for bank loan as per DIB. unfortunately they've have had said that the requested letter are for supervisors and managerials position only. how come they had given me the request for the said letter (and DIB wants some revisions as per their policy). our hr said that i am not entitled for another salary transfer letter as per the bank format. if iam not entitled how come the bank had taken all the documents except for the letter that needs some revisions.

i really need the loan to put up for a small business in my country and as well for my family - and for my wife for her delivery this coming early march 2012.

is it possible to make complaints in ministry of labour? all i am requesting with our hr is a salary transfer letter. please help me what other options can i make to process my loan then.
