Recruitment agencies in UAE, which does not charge any fees for registration seems to be good and reputed. If thy advertise lots of jobs in newspapers and other job portals you can approach them and send your Cvs.

Bayt and Workcircle in my opinion, are 2 amongst the TOP 20 Recruitment Agencies in Dubai. Professional and extremely talented recruiters having a great number of years of experience and responsive to candidate needs, are some of the qualities that these 2 agencies possess. They do not charge candidates for placement, instead they get paid by companies.

It depends on what type of positions you are hiring for. As Dubai gets most of its service / retail employees from outside of the country anyway, there is not much sense to recruit for low-level positions.
For higher level positions (ZAR85,000 per mo. and up) most the executive recruiters from Europe have offices here - Clarendon Parker, RPI, and so on.
Mid-level managers and staff are best recruited using the online recruitment tools - gulftalent.com, bayt.com, and so on. There are alot of them in the UAE. I have been able to hire around 15 people for positions around the Gulf in the last year from online recruitment.
There are a lot of South Africans here already, it doesn't seem that many of them are keen on returning anytime soon, though with the global economic climate some may have no choice.
