NOC and Termination

1. Im planning to go back to my home country and serve my 6 months labor ban. After I finished the ban im planning to go back here in Abu Dhabi, an NOC still a requirement from my previous company? Please advise. Can I freshly apply for a new job in a new employer after 6 months?
2. The agency that im working with does not give a work site after they pull me out from their work site project. I dont have any assignment for almost 3 weeks now. I've been actively following up with them if there are available sites for me. But until now i didnt receive any call from them. Can I file a complaint to the Ministry of Labor? I demand them to terminate because previously they offered Termination but now they are asking me to resign and i refused it. Please help me and advise me on the best action I will do.
3. Can I also file a complaint regarding my salary as they deducted me 2 consecutive months without any explanation.
4. Can I also file a complaint against my employer for not giving a copy of my contract even if I requested it before.

The labour ban in UAE is valid only for 6 Months. you can apply for new job and get employment visa after the ban period. In this period you can apply for visit visa to stay in the country for few months or can return back to UAE after 6 months.
You can should the Ministry of Labour and file a complaint against the company to claim the late salary and to cancel or transfer the current sponsorship. You may request the Ministry of Labour to transfer the sponsorship since the company has not paid your salary for 2 months. If salary has not been received for more than two months, the UAE Ministry of Labour allows the transfer of sponsorship without the need for an NOC from the sponsor.

I already filed a case to the Ministry of Labor last 30 May 2010 and until now i have not received any call from them regarding my first hearing. Please advise me what to do... My employer is forcing me to resign
